The Joint Liaison Committee (JLC) was created in November 1994 to provide a forum for major donors, the Palestinian Authority and the Government of Israel to discuss policy issues and strategies and to promote stronger policy-level coordination. This Committee was chaired by the Palestinian Ministry of Planning and International Cooperation and played a major role in monitoring the Tripartite Action Plan agreed between Palestinians, Israelis and the donor community. JLC meetings were discontinued in September 2000 and the JLC was dissolved in 2005.

The LACC comprised all donors and international agencies with a local presence in the West Bank and Gaza. It provided a forum for aid coordination, exchange of policy views and information on developments in the field. As a result of restructuring the aid management structure in the oPt in December 2005 the LACC was transformed into the Local Development Forum (LDF).

[Established in July 2002 as a substructure of the Task Force on Palestinian Reform (TFPR) as donor bodies that interacted with Palestinian partners via a counterpart model. Seven RSGs were initially established: 
Civil Society (coordinated by Norway), Elections (coordinated by the EC and the US), Financial Accountability (coordinated by the EC and the IMF), Judicial and Rule of Law Reform (coordinated by EC and the Netherlands), Market Economics (coordinated by the US and the World Bank), Local Government (coordinated by Japan), and Public Administration and Civil Service Reform (coordinated by Germany and initially the World Bank – later UK). In 2003 the RSG on Civil Society was dissolved and instead a RSG on Legislative (coordinated by UNSCO and Germany) was established.]

SWG Sector Working Group The Sector Working Groups (SWGs) were created in 1995 as a sub-structure to the Local Aid Co-ordination Committee. The SWGs were intended to be used as a PA-donor forum where sectoral issues could be discussed and co-coordinated. In the original setup, the PA used to hold the chair, a lead donor in the sector would act as shepherd while the secretariat was run by one of the UN specialized agencies. After 1999, the SWG scope of activities was refocused to ensure convergence between the Palestinian Development Plan (PDP) and donor assistance and to give a wider role to the PA. As a result, the SWGs were regrouped to reflect the sectoral categorization used in the PDP (infrastructure, productive sector, social sector, institution building). In turn, these SWGs spawned numerous various sub-groups, each one under the responsibility of different PA line ministries and lead donors in the sector. The current formation of the SWGs reflects the structure of the aid coordination mechanism post November 2005.

The TFPR was established in July 2002 as a temporary mechanism to monitor and support the PA’s internal reform process, and guide the international donor community in its support for the Palestinian reform agenda. It reported to the Quartet. Day-to-day activities of the TFPR had been delegated to Reform Support Groups (RSGs), composed of donor representatives working in the oPt.

As a result of revamping the aid management structure in the oPt in December 2005 the TFPR was integrated into the AHLC at the international level. On the local level its functions have been carried over to the Governance Strategy Group (GSG).
